This chapter is based on results from a 2003-2004 UNESCO survey of member states on the implementation of a recommendation from the 1999 Seoul Congress. The survey gathered information on the extent of policy and programme reforms since the congress. The survey focused on four topics, each with their own issues: (1) policy, planning and management of [technical and vocational education and training] TVET; (2) access to TVET; (3) relevance and quality of TVET systems; and (4) monitoring progress. The results of the survey were used to generate a profile of TVET in the Asia and Pacific region, which is presented in this chapter.

Climate change and environmental degradation are among the greatest challenges of our times. Yet, for all the profound changes that are occurring in the world of work, and all the intense debates on their implications for workers and companies, the media spotlight continues to focus on the potential effects of automation and artificial intelligence, leaving the effects of climate change and environmental degradation on work largely in the shadows. Climate change and environmental degradation reduce productivity and destroy jobs, and their effects fall disproportionately on the most vulnerable. Action to combat these processes can potentially create millions of jobs - but this requires bold measures to invest in people's capabilities to realize their full potential and contribute to the productivity of enterprises. The essential process of transition to the green economy may disrupt labour markets and will require reskilling and upskilling of workers to reduce the risk of rising unemployment, poverty and inequality. This report builds on its predecessor, Skills for green jobs: a global view [available in VOCEDplus at TD/TNC 105.943], published by the ILO in 2011. This new edition presents an expanded qualitative analysis, with coverage of several additional countries and regions. Using empirical research and modelling, the report provides new insights into likely occupational skill effects in declining and growing industries by 2030 based on two global quantitative scenarios. Evidence of good practices collected in the surveyed countries demonstrates how skills development can underpin the green transition.

Purpose: Despite the growing emphasis on revitalizing the technical and vocational education and training (TVET) sector in Bangladesh, very little discussion has taken place on reforming the current inflexible transition pathways, from TVET to the universities. This paper aims to reflect critically on the existing literature on TVET, in the global and national context, and the experiences of students and TVET experts, to develop a model of collaboration between the polytechnic institutes and the universities in Bangladesh. Design/methodology/approach: This paper follows a qualitative strategy of enquiry, using a mix of critical reflection on literature on TVET and higher education and unstructured interviews with two TVET experts, four TVET students and four students from a public university. It draws on the theories of collaboration and uses exemplary cases to illustrate and support the line of reasoning.
Findings: This paper identifies that there is resource dependency between the polytechnic institutes and universities in Bangladesh, and their institutional environment necessitates them to form collaboration to ensure flexible transition pathway, from polytechnic institutes to universities; this paper proposes a model for such collaboration. Practical implications: This paper offers a guideline for forming collaboration among the relevant stakeholders. Social implications: Collaboration between polytechnic institutes and universities in Bangladesh is likely to address the inequitable nature of TVET, by improving its social status and acceptance, as well as allowing higher income opportunity and greater mobility for the TVET graduates, coming especially from humble socio-economic backgrounds. Originality/value: This paper contributes in the recent discussions on how collaboration among different stakeholders can contribute in achieving the sustainable development goals, with special emphasis on TVET.

This report presents the results of the School-to-Work Transition Surveys (SWTSs) implemented in five countries in the Asia-Pacific region - Bangladesh, Cambodia, Nepal, Samoa and Viet Nam - in 2012 or 2013. The indicators resulting from the surveys and analysed in this report provide a much more detailed picture of the youth in the labour market in a part of the world where labour market information is sparse and sporadic. Results show that unemployment of young people remains a matter of concern, especially among those with higher education, but that issues relating to the quality of work available to young people are of even greater relevance to the design and implementation of policy interventions. The report also draws attention to the path and length of the school-to-work transition for young people who are currently employed and draws some conclusions about the characteristics or experiences that can help to achieve a smoother transition. The SWTSs are made available through the ILO 'Work4Youth' (W4Y) project. This project is a five-year partnership between the ILO and the MasterCard Foundation that aims to promote decent work opportunities for young men and women through knowledge and action.

Online job fairs are a new labor market intervention. This paper provides the first experimental evidence on their impact by evaluating an online fair for information and communication technology jobs in Bangladesh. The fair generated a non-negligible number of job offers; however, over 90 per cent of them were rejected, so no effect on employment probability or type was found. Interestingly, jobseekers lowered their reservation wages, kept their jobs longer, and ended up in worse skill-matched jobs. The reason is that jobseekers initially had overoptimistic expectations, but learned about market conditions at the fair, lowered their expectations, and became discouraged from job search. As a result, those who had already been employed kept their jobs longer, even if the jobs did not match their skills, and those who had initially been unemployed ended up with lower employment probabilities and lower skill-match quality.

This chapter provides a brief overview of the types of literacy and basic educational programs available in Bangladesh, including a historical perspective and a description of current programs. The chapter suggests that the limited outreach of current programs could be improved and expanded by the use of open and distance learning methods and practices. The chapter concludes with a proposed structure for large-scale delivery using distance education methods, a curriculum for training educators and recommendations for moving from traditional training methods to distance education methods.
